The Saskatchewean Ministry of Environment plans to develop new scrap tyre recycling regulations to meet the direct needs of the industry in the province. The move will also meet changing public expectations for governance, accountability and transparency.
New Regulations Ensure Saskatchewan Has Effective Scrap Tyre Collection Programme
“This is a very important recycling program for the people of Saskatchewan,” Environment Minister Scott Moe said. “The review of the programme showed there are areas where we need to make improvements to ensure the continued recycling of tyres and an effective programme overall for the industry.”
An advisory committee was established in January 2017 to conduct a review of the management programme.
The committee members consulted with more than 30 stakeholders to develop recommendations on how to move forward.
The committee recommended continuing with the Extended Producer Responsibility recycling model, which is applied in other provincial recycling programmes.
Similar features may include an industry-led governing board and a stakeholder-driven advisory committee. This approach will ensure tyre retailers’ obligations for scrap tyre recycling is as efficient and effective as possible.
The ministry will develop the new regulations complete with guidance materials, including requirements for a new product stewardship program, to support improved tyre recycling operations in the province and reflect the recommendations from the committee.
